Cosmetic Products Cosmetic Supervision and Administration Regulations (CSAR) Ingredient transparency / disclosure

Session 1
Cosmetic Supervision and Administration Rules (CSAR)- On January 1, 2021, National Medical Product Administration of China (NMPA) enforced its overarching cosmetic regulation – Cosmetic Supervision and Administration Rules (CSAR). This regulation distinguishes the compliance procedure for cosmetic ingredients and cosmetic products. For fulfilling cosmetic products compliance obligation, overseas’ manufactures and exporters who wish to export to China must authorize a Chinese Agent to help them to submit registration or record filing on their behalf. In addition to registration obligation, there will be labeling obligations.

Session 2
Provisions for Management of Cosmetic Registration and Notification Dossiers- On May 1, 2021, China announced the Provisions for Management of Cosmetic Registration and Notification Dossiers, in which requires registration and notification of safety-related information of existing ingredients used in the cosmetic product. In relation to this, on Dec 30, 2021, China National Medical Products Administration (NMPA) issued a notice on the Cosmetic Ingredient Safety Information Submission Platform. Cosmetic ingredient manufacturers or their authorized companies can submit ingredient safety-related information and receive submission code. Overseas companies can also log in the platform to apply for the code by themselves.
