An overview of the European Union’s cosmetic regulation

The member states adopted Cosmetics Directive to harmonize their national regulation to ensure free circulation of cosmetics products in 1976. This directive was replaced by Cosmetics Regulation which came into force in 2009, to regulate requirements for cosmetic products that will be put in the EU market. The objective of this regulation is to ensure the functioning of internal market and a high level protection of human health.
