Hongkong Reach Regulation for Various Sectors

In Hong Kong, there is no specific regulation addressing cosmetics, nor a positive/negative list. Cosmetics are considered as consumer goods, and due to a lack of a clear and specific provisions, cosmetics falls within the scope of the Consumer Goods Safety Ordinance (chapter 456) and Trade Description Ordinance (chapter 362) subject to safety requirements. Similarly, the supervision of the cosmetic appears only in the post-market surveillance because of pre-market requirements absence. 

For this reason, companies can place their cosmetics into Hong Kong’s market effortlessly. The industry, however, is primarily required to ensure that the general safety requirements and furnish their product tested by an approved laboratory. Any change in product formulation should be further supported by laboratory test to ensure the safety requirements.
