China NMPA publishes children’s cosmetic regulation

Children's products cosmetic products labelling safer alternatives


On the 30th of September, the National Medical Products Administration of China (NMPA) published the final Regulations on the Supervision and Administration of Children’s Cosmetics which is expected to take effect on the 1st of January 2022.  

Under this regulation, children's cosmetics are defined as cosmetic products intended for children under 12 years old. Specifically, children’s cosmetics must include a warning statement that it shall be used under adult guidance and not have words such as food grade, edible, or even pictures related to food. Regarding data requirements, children's products need to provide both toxicological and safety assessment data. Being different from other products, animal testing is not exempted for such cosmetics.  

According to the requirements, manufacturers who wish to produce or export children cosmetics to China have to take note of the following points:  

  • In addition to the labeling requirement, this regulation will come into force on the 1st of January 2022;  
  • From May 1, 2022, registration and record filing of children’s cosmetics must have the required labels. For those who registered before this regulation, they have to update their labels and products in alignment with this regulation;  
  • The children's cosmetic label is to be announced later.
